Dear Mr. Atkinson:
I am responding to your letter to Chairman Jackson dated November 9,1998. This letter follows earlier correspondence that you wrote to the U. S. Nuclear Regulatory Gemmission (NRC) on June 30,1998, and October 15,1998, and our responses dated October 6,1998, and November 2,1998, respectively. In your latest letter, you continue to raise several concerns related to your belief that the NRC regulatory action has caused loss of nuclear generation and has put the future of the nuclear power industry at risk.
Please be assured that we are actively addressing the impacts that NRC regulatory policies can have on its licensees. As indicated in our earlier correspondence, the NRC is working on several actions to improve its regulatory process and reduce, wherever possible, unnecessary burdens and related costs to its licensees. The Commission has been developing and implementing processes to ensure that NRC nuclear safety decision making is risk informed.
Also, the NRC has developed a comprehensive, accelerated schedule to address issues raised in the stakeholders' meeting on July 17,1998, and Senate hearings on July 30,1998. Many of the planned tasks in this schedule require fundamental changes in the way the NRC conducts its business, including a change in culture to which you have alluded.
We intend to continue engaging NRC stakeholders, inciuding concerned citizens such as yourself, and will consider your comments in our efforts to restructure the NRC's approach to regulation. Another stakeholders' meeting was held on November 13,1998, and further meetings are planned. Please check the NRC website at www.nrc, gov for the status of ongoing NRC improvement iribatives. I hope this letter provides additional information that is helpful in addressing your corcerns about the NRC regulatory process.
