Gentlemen:

This refers to the inspection conducted by Messr. J. G. Luehman of this office

during the period December 1-31, 1985, of activities authorized by NRC

Operating License NPF-38 for Waterford Steam Electric Station, Unit 3, and to

the discussions of our findings with Mr. R. P. Barkhurst and other members of

your staff at the conclusion of the inspection. .

Areas examined during the inspection included plant status, routine inspection,

monthly maintenance, monthly surveillance, ESF system walkdown, station

emergency plan, cold weather preparation, and license conditions. Within these

areas, the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the

inspector. These findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter. Also, address the reason that

your Measuring and Test Equipment Program has apparently not adequately

accommodated the need to calibrate test equipment that is radiologically

contaminated.,

One unresolved item was identified in paragraph 4 of the enclosed inspection

report.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Action of 1980, PL 96-511.
