APPENDIX A NOTICE OF VIOLATION Louisiana Power & Light Company Docket:

50-382 Waterford Steam Electric Station, Unit 3 License:

NPF-38 During an NRC inspection conducted December 11, 1985, a violation of NRC requirements was identified.

The violation involved failure to follow approved procedures.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Technical Specification 6.8.1 requires, in part, that written procedures be established and implemented covering the activities recommended in Appendix A of Regulatory Guide 1.33, Revision 2.

Appendix A of Regulatory Guide 1.33, Revision 2, requires written procedures be established for control of measuring and test equipment (M&TE).

Administrative Procedure MD-1-015, Revision 0, was established to control M&TE.

Paragraph 5.10 of MD-1-015 requires, in part, that all M&TE be delivered to the metrology lab on or before its expiration date.

Contrary to the above, established procedures were not followed in that M&TE MIPT-027.054, with a calibration due date of November 20, 1985, was in use on December 11, 1985.

This is a Severity Level V violation (50-382/8533-02).

Pursuant to the provisions of 10 CFR 2.201, Louisiana Power & Light Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this f!otice, a written statement or explanation in reply, including for each violation:

(1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and and (4) the date when full compliance will be achieved.

Where good cause is shown, consideration will be given to extending the response time.
