Recent inspections of radiation protection activities at the Byron Nuclear Power Station identified numerous deficiencies which resulted in enforcement conferences on June 27 and July 22, 1985, between you and members of your staff and Mr. J. G. Keppler and members of his staff. Since those enforcement conferences, you have experienced several radioactive waste related events:

two instances of radioactive resin sent to offsite, non-licensed facilities for processing, a potentially explosive mixture in your gaseous waste decay tank, and a radioactive liquid release at concentrations exceeding your technical specification limits.

Although these latter events are not currently expected to result in escalated enforcement action, they, in conjunction with your radiation protection program deficiencies, indicate to us that the quality of your radiological control program is below that expected of nuclear power plant licensees. We are concerned that you may not be devoting sufficient management attention and resources to your radiological controls program.

In order to assure ourselves that your radiological controls program is meeting acceptable standards, and to better define those aspects of your program in need of strengthening, we intend to implement augmented inspections of all aspects of your radiological controls program. We would likewise expect that you will significantly increase your management involvement in these programs in order to improve your performance.
