I am taking this opportunity to send you a copy of a letter that I sent to Mr. Edward Roche, Regional Director of FEMA Region V, about my ccncErns on ^ the Illinois Plan for l Radiological Accidents and how it relates to the City of DeKalb.

Dear Mr. Roche:

I am writing you about my concerns on the Illinois Plan for Radiological Accidents which appeared in the May 4, 1984, issue of the Federal Register. ,

In the past year, I have become especially concerned with this plan and how it relates to the City of DeKalb. Our former City Manager, John Cartwright, was our ESDA coordinator for seven and one-half . years. When he left DeKalb in October of 1983 to take a new position, along with him went our plan.

Just recently, the DeKalb County ESDA coordinator, Steven Johnson, left the employ of the County for a position in the private sector. Needless to say, along with him went the County's plan.

As Mayor of a city of over 33,000 residents that falls within the 50 mile ingestion zone, I feel that we are j inadequately prepared or covered by any plan.

In November of 1983, DeKalb was eliminated as a' primary host ,

i city and is now considered as a secondary host city. I fail '

to see that in the event of a nuclear accident, when people from the affected areas are clearing out, they will rationally know the difference between a primary and secondary city. Therefore, the City of DeKalb very likely will be receiving people exposed to possible contamination in a haphazard manner.

I have talked with other local volunteers that would be involved in such a disaster situation and the impression I'm left with is that they are as much in the dark on this plan as I am.

I reiterate once more that whatever the role of DeKalb may  ;

be, we are not adequately prepared to deal with an emergency '

situation. '
