20555 August 27, 1985 Comment to Byron Station Amendment published July 31, 1985, pages 31067-68.

We oppose the amendment to Tech Spec Section 6.12.2.

The amendment allows workers to enter areas with radiation levels greater than 1000 mR/h without an approved Radiation Work Permit (RWP).

We believe the Tech Specs already allow for suspension of the rules during emergency situations that involve personnel injury. We feel the amendment is to allow suspension of certain worker protection during emer-gencies-involving damage to major equipment, and we cannot condone the slackening of the rules for worker protection just to save pieces of ma-chinery.

Commonwealth Edison is presently under investigation by the NRC for incidents of worker exposures due to failure of following procedures. We are discouraged that the NRC is considering an amendment that would lessen the requirements of worker protection at this time.

We are, unfortunately, unable to secure specific technical information, as the Tech Specs for Byron are woefully out of date at the local PDR in Rockford. We hope that they will be upgraded to allow the public greater 8509030252 850827
