Municipal Ownership Participation As a follow-up to our meeting on March 15 and pursuant to our understanding of permissica to do so, we are providing an information regeest forn to allow us to make a reconnaissance type economic inves-tigation of municipal participation in your Carroll County and Langaman (sic) Stations. Items 1 through 11 pertain to the stations and Items 12 and 13 pertain to other information which will be useful to us in making our economic analysis.

I would,be happy to discuss the data which we are seeking in the attached information request with personnel assigned to filling the request. Particularly the algorithms on trancmission and supplemental power service may require some further explanation on how we would use such services which we would be happy to discuss.

INFORMATION REQUEST COSDiONWEALTH EDISON CARROLL COUNTY STATION LANGAMAN(?) STATION To the extent possible and appropriate, requested data should be seg-regated by individual units in the Station if construction is scheduled for more than one year difference in start-up.

1. Expected Concercial Operation Date.
2. Expected Net Capability.
3. Annual Cash Flow for Construction.
4. Annual AFUDC and AFUDC Rate for Construction.
5. Annual Cash Flow for Initial Core or Initial Fuel Stockpile.
6. Annual AFUDC and AFUDC Rate for Initial Fuel.
7. Annual Costs through 1995 for:
a. Operation and Maintenance including Allocated Administration.
b. Fuel (by fuel cycle components for nuclear) in c/FD$tu.
c. Allowance used by CECO for decommissioning and mid-life decontamination for nuclear.
d. Insurance.
c. Property Taxes.
8. Anticipated average annual unit heat rate.
9. Expected Capacity Factor and Forced Outage Rate.
10. Description of Station including location, design features, status of permits and licenses, and identification of other known or expected participants.

! 11. Amount of participation anticipated to be available for participation by municipals or agency.

12. Suggested Algorithms for transmission service cost recovery.
13. Suggested Algorithms for supplemental power purchases for:
a. Partial requirements firm service,
b. Backup emergency service.
c. Backup scheduled outage service.
d. Short-term firm service prior to commercial operation of units.
