ENCLOSURE Request for Additional Information Leak-Before-Break (LBB) Evaluation Trojan Nuclear Plant Docket No. 50-344 The NRC staff has initiated its review of the Portland General Electric Company submittal dated October 25, 1985. We have the following request for additional information regarding this submittal:

1. Section 5.0 of NUREG-1061, Volume 3, " Report of the U.S.

Nuclear Regulatory Commission Piping Review Committee, Evaluation of Potential for Pipe Breaks" contains guidance for the application of the LBB approach for nuclear facility piping and should be used for the Trojan submittal. In particular, the submittal should be revised to address the limitations and follow the general technical guidance in this section.

2. Subsection 5.?(c) of the above reference requires a discussion of materials properties including toughness and tensile data and long-term effects such as thermal aging. Materials parameters such as flow stress and the Ramberg-Osgood constants " alpha", "n", and reference stress applicable to the Trojan piping should be provided. These parameters are necessary for evaluating strain-hardening materials such as stainless steel to get valid J-Integral results.

Note also that cast stainless steel is subject to thermal aging and this matter should be discussed.

As a minimum, the staff requires the above information before it can continue its review of the Trojan LBB submittal.
