Rainier, Oregon. his review has been cmpxeted pursuant to FEMA rule 44 CFR

{ 350; selected evaluative criteria and Appendix 3 in NUREU-065PPEMA-REP-1, Rev. .

1; and FEMA-43, the " Standard Guide for the Evaluation of Alert and Notification =

Systes for Nuclear Power Plants." The enclcsed report entitled " Trojan Nuclear P

Plant Site-Specific Offsite Radiological Emergency Preparedness Alert and Notification Systen Quality Assurance Verification" sumnarizes the ergineering

_ design review, incorporates the results of the telephone survey of the public j corviucted immediately followiry the alert and notification system denonstration on September 22, 1984, and confirns the adequacy of the other applicable eval-

uative criteria fran NUREG-0654/ FEMA-REP-1, Rev.1, and FEMA-4 3.

Based on the engineering design review and the results of the telephone survey, FEMA has determined that the alert and notification systen installed around the Trojan Nuclear Plant satisfies the requirenents of NUREn-0654/ FEMA-REP-1,

Rev. 1, and FENA-4 3. herefore, there is reasonable assurance that the system is adequate to prmptly alert and notify the public in the event of a radiological emergency at the site. Notwithst inding this approval, FEMA has a reconnended and contirues to reconmend to the States of Washirgton and Oregon 7 and Portland General Electric Company that they consider increasing the frequency
- at which the silent tests of the sirens are verified to at least a monthly n frequency rather than once every three nonths, the current practice. FEMA
believes such an increased level of nonitorirg would provide added assurance r

of the continued readiness of the alert and notification systen.
