This acknowledges receipt of your letter dated July 19, 1985, in response to the Notice of Violation and Proposed Imposition of Civil Penalties (NOV) in the amount of One Hundred Thirty Thousand Dollars ($I30,000) sent to you with our letter dated May 24, 1985. The NOV concerned violations reviewed during several special and routine inspections conducted at Waterford Steam Electric Station, Unit 3 from June 1983 - September 1985.

The NOV concerned violations reviewed during several special and routine inspections conducted at Waterford Steam Electric Station, Unit 3 from June 1983 - September 1985.
In your response dated July 19, 1985, you: (1) deny Violations III.C, V.C, V.H, V.J, VII, VIII.8, IX. A, and XIII.C are violations as stated; (2) admit the other violations except for portions of Violations I.D, III.A, III.B. and XI which are denied; and (3) request mitigation of the proposed imposition of civil penalties.
In your response dated July 19, 1985, you: (1) deny Violations III.C, V.C, V.H, V.J, VII, VIII.8, IX. A, and XIII.C are violations as stated; (2) admit the other violations except for portions of Violations I.D, III.A, III.B. and XI which are denied; and (3) request mitigation of the proposed imposition of civil penalties.
After careful consideration of your response, we have concluded, for the reasons given in the enclosed Order and Appendix, that a sufficient basis exists for complete withdEawal of Violations III.C, VII and XIII.C. Violations I.D. III.A, and III.B have been amended and the civil penalties associated with these violations have been reduced. Based on the withdrawal and amendment of these violations, a reduction of the civil penalties by Twenty Thousand Dollars
After careful consideration of your response, we have concluded, for the reasons given in the enclosed Order and Appendix, that a sufficient basis exists for complete withdEawal of Violations III.C, VII and XIII.C. Violations I.D. III.A, and III.B have been amended and the civil penalties associated with these violations have been reduced. Based on the withdrawal and amendment of these violations, a reduction of the civil penalties by Twenty Thousand Dollars

After careful consideration of your response, we have concluded, for the reasons given in the enclosed Order and Appendix, that a sufficient basis exists for complete withdEawal of Violations III.C, VII and XIII.C. Violations I.D. III.A, and III.B have been amended and the civil penalties associated with these violations have been reduced. Based on the withdrawal and amendment of these violations, a reduction of the civil penalties by Twenty Thousand Dollars

($20,000) is warranted. Portions of Violations V and VIII were also withdrawn, but reduction of the proposed penalties for these violations is not warranted.

The other violations remain and demonstrate weaknesses which existed throughout the LP&L Quality Assurance program during the construction phase. The corrective actions you took were those necessary to establish confidence that the quality of construction of the Waterford 3 facility was sufficient to justify issuance of a license. Therefore, no mitigation of the penalties for any of the other violations is appropriate. Accordingly, we hereby serve the enclosed Order on Louisiana Power & Light Company imposing civil penalties in the cumulative amount of One Hundred Ten Thousand Dollars ($110,000).

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosures will be placed in the NRC's Public Document Room.
