Your Memorandum and Order (Notice of Informal Hearing and Opportunity to Become a Party) dated March 10, 1986, set forth initial procedures for the informal proceeding concerning The Toledo Edison Company's request, approved by the NRC Staff, to dispose of certain low-level radioactively contaminated materi-als on the Davis-Besse Nuclear Power Station site.
Section IV of the Memorandum and Order required Toledo Edison to submit to you the application, the license sought to i          be umended and all correspondence relating to the application.
Enclosed are the following:
: 1. Operating License No. NPF-3, dated April 22, 1977;
: 2. Toledo Edison letter to NRC, dated Juiy 14, 1983 (Serial 972);

: 3. NRC letter to Toledo Edison, dated May 4, 1984;
: 4. Toledo Edison letter to NRC, dated July 30, 1984 (Serial 1065);

: 6.      NRC letter to Toledo Edison, dated October 15, 1985, enclosing Environmental Assessment and Finding of No Significant Impact, dated September 30, 1985.
Although I have enclosed a copy of the Operating License, it should be noted that Toledo Edison's request to dispose of the low-level radioactively contaminated materials did not seek to amend the operating license.
Section IV of the Memorandum and Order also required Toledo Edison to make available the documents listed above at a convenient location in the vicinity of the Davis-Besse facility. Since Toledo Edison considers the existing Local Public Document Room for the Davis-Besse facility to be such a location, Toledo Edison personnel have established there a sep-arate file for the documents listed above. The address of the Local Public Document Room is:
Public Document Room Third Floor Carlson Library University of Toledo 2801 West Bancroft Toledo, Ohio        43606 We are serving a copy of this letter on those petitioners al-ready identified so that they will be aware of this in-formation.
By this letter and the enclosed Notice of Appearance, pe-titioners are also requested to serve the undersigned with all pleadings in this proceeding.
