Gentlemen:

We have received the enclosed Federal Emergency Management Agency (FEMA) letter dated July 28, 1988, containing the offsite emergency preparedness findings for the State of Illinois, Ogle County and five municipalities for the Byron Nuclear Power Station exercise conducted on October 14, 1987. No deficiencies were observed by FEMA during the exercise. However, two weaknesses were identified requiring corrective action. FEMA Region V evaluated the corrective actions for the exercise weaknettes submitted by l the State of Illinois and determined that they were acceptable. Based '

on the performance of the offsite agencies during this exercise, and the corrective actions implemented, FEMA has determined that offsite radiological l

, emergency preparedness is adequate to protect the health and safety of the public. Therefore, the approval of offsite plans for the Byron Nuclear Power Station granted under 44 CFR 350 remains in effect.

We fully recognize that remedial actions implemented involve other agencies and political institutions which are not under your direct control.

Nonetheless, we do expect the subject of offsite emergency preparedness for

, the area around the Byron Nuclear Power Station to continue will be addressed by your staff.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC's Public Document Room.
