Dear Mr. Denton:

Enclosed are 13 copies of the Detailed Control Room Design Review (DCRDR) Final Summary Report for Commonwealth Edison Company's Zion Station including a single, unbound copy. This report meets the commitment made by Commonwealth Edison in references (a) and (b), which was confirmed by the Order transmitted by reference (c). Also included is a single, four volume set of photographs of Zion's control room.

Volume 1 of this report summarizes how each phase of the review was conducted and identifies the individuals involved in the review along with their qualifications. Volume 2 of this report includes all Human Engineering Discrepancy (HED) findings, responses, and proposed schedule for implementation of the respective corrective actions.

This proposed schedule, as discussed in reference (a), is predicated upon NRC approval of Ceco's disposition of each of the HED's included in Volume 2. Reference (a) also stated that this schedule is subject to equipment availability, available outage time and engineering design lead time. In addition, some issues may affect more than one emergency response activity and thus would require additional evaluation to assure that an integrated corrective action is taken.

Mr. H. R. Denton May 1, 1986 The proposed schedule is expressed in terms of the first or second refueling outage following NRC approval. The information below corrects information supplied on page 8-2 of Volume 1. The currently planned outages are as follows:

Unit 1 ist outage October 1987 2nd outage March 1989 Unit 2 1st outage September 1988 2nd outage January 1990 Note that an approximate nine month lead time is required to adequately plan for these outages. Thus, the October 1987 Unit 1 outage would require NRC approval before January of 1987 in order for it to be considered as the first refueling outage for implementation purposes.
