Security Plan for the Zion Nuclear Power Station, Revision 45 in accordance with 10 CFR 50.4(b)(4), enclosed is the signed original and three copies of Revision 45 of the Security Plan for the Zion Nuclear Power Station.
This revision includes the following changes.
Elimination of the requirement for an annual change-out of vital and protected area keys and locks.
Clarification of compensatory measures for the failure or partial failure of the vital area door alarm system.
Adjustment of the minimum security force staffing requirements to be commensurate with the permanently defueled condition of the reactors.
Revision of the secondary power supply for alarm annuciator equipment and non-portable communication equipment.
As required by 10 CFR 50.54(p)(2), we have concluded that these changes do not decrease the safeguards effectiveness of the plan. The changes to the plan are described in Enclosure 1.
