. Zion Nuclear Power Station, Units 1 and 2 License Nos. DPR-39 and DPR-48 NRC Docket Nos. 50-295 and 50-304 Proposed Technical Specification Amendment.

For Section 3.15. " Aux. Electric Power System" Gentlemen:

Commonwealth _ Edison Company (CECO)' submitted a proposed amendment to

. Zion Station's Technical incifications to provide for a one-time extended out~

of service period (1.e.-longer than 7 days) to perform preventative

-maintenance on the-"0" Diesel Generator (DG). This DG is common to both units and is' included in the extensive five-year preventative maintenance program that is recommended by the manufacturer. The existing Technical Specifications allow for.a 7-day out of service period for the "0" DG, provided additional surveillance are successfully performed during this-period. . Unit operation.is governed by these surveillance requirements. The purpose of the proposed amendment was to provide a longer out of. service period to ensure that "0" DG is properly maintained, while not significantly affecting the health and safety of the public. A similar type of request was previously, requested and granted.

. Commonwealth Edison Company does not plan to ask for this relief in the future. Commonwealth Edison Company and personnel from your staff have had.several discussions regarding the prudency'of the repeat-requests for extended maintenance periods, (i.e., once every 5 years)'and agrees that an evaluation of .that' practice should be conducted. .The exact nature of the prudent alternatives is unknown at this time. Consequently, Commonwealth Edison suggests that a study be performed to determine alternate methods to perform the preventative maintenance of "0" DG. These alternatives would include., but not be limited to those i: hat would modify existing plant design or operational changes to plant evolutions. These results will be shared with your staff at a mutually agreeable date in near future.
