Dear Str:

Reference (a) requested that Commonwealth Edison Company (CECO) certify that the Safety Parameter Display System (SPDS) presently satisfies, or will be modified to satisfy, the requirements of NUREG-0737.(Supplement 1),

taking into account the information provided in NUREG-l42, for Zion Station.

Reference (b), which provided Edison's initial response to Reference (a), indicated that the Safety Parameter Display System e-Zion Station had outstanding items which would have to be addressed to meet the requirements of NUREG-0737 (Supplement 1).

Reference (c) provided a schedule for addressing those outstanding items.

Reference (d) requested that CECO notify the staff in writing upon full implementation of SPDS for Zion Station.

The outstanding items identified for Zion Station were the incorporation of the Reactor Vessel Level Indication System (RVLIS) into the SPDS, and the strengthening of-the SPDS operator training program, The RVLIS has been incorporated on the SPDS display for each unit at Zion Station.

A validation and verification has been performed for this modification in addition to a human factors review.

To strengthen the SPDS operator training at Zion Station, the use of-SPDS during simulator training has been incorporated into the initial training progrem to complement the existing classroom training. With regard to the retraining program, classroom instruction on SPDS has been incorporated into' the program in addition to use of the SPDS during simulator:retraint_ng' All-licensed personnel have received this enhanced SPDS instruction through the-retrat,.ing program.
