'NRC Bulletin 88-10 (Bulletin) requested that actions be taken to provide reasonable assurance that molded-case circuit breakers (MCCB)

. purchased for use-in safety related applications without verifiable

. traceability.to the circuit breaker manufacturer (CBM) perform their safety function.

that both units at Zion Station had non-traceable MCCBs installed'in safety-related applications, and that thesc breakers would be replaced (by.

-traceable breakers) to complete Bulletin Action 5.

For Zion Unit 1, an

alternative. schedule was presented for the replacement of the non-traceable MCCBs Ceco indicated that' breaker replacement would be completed by the

<end of the.second refueling outage beginning after March 1, 1989 (presently scheduled for September 1991).

For Zion Unit 2, Ceco indicated that breaker replacement would be completed by the end of the current Spring 1990

.-refueling outage.

This letter provides a status report on the breaker replacements for both units, and presents an updated schedule for completion

-of the Unit:2 bre r replacements.

U.S. Nuclear Regulatory Commission July 20, 1990' For Zion Unit 1, there were eight (8) non-traceable MCCBs installed.

in safety-related applications (an increase of one breaker from the total previously reported in Reference (e)).

The location of these breakers, and their associated loads.:are identified in Attachment

'A'.

At this time, six-(6) of the non-traceable breakers have been replaced, as indicated in Attachment

'A'.

A replacement breaker is currently available for MCC 13818 (Compartment F-1) which feeds the Control Room HVAC System Air Handling: Unit

'0A'; however, breaker replacement cannot be performed at this time since the remaining: Control Room HVAC System Air Handling Unit ('0B') is out of service for'a modification (scheduled for completion by the end of August 1990).

Following~ completion of this modification, the replacement breaker for Air Handling Unit 'OA' will be scheduled for installation.

The replacement breaker for Instrument Inverter 113 (see Attachment 'A') is currently

. ordered, and delivery is expected in August 1990.

Following receipt of the replacement breaker, it will be installed at the first available opportunity which w1_Il not jeopardize or impact unit operation (not to exceed the next refueling outage which is presently scheduled for September 1991).

Therefore, replacement of the non-traceable breakers (for Bulletin Action 5) for Unit I will be completed within the schedule presented in Reference (e).

For Zion Unit 2, there were ten (10) non-traceable MCCBs installed in safety-related applications.

The location of these breakers, and their associated-loads, are identified in Attachment

'B'.

At this time, seven (7) of,the non-traceable breakers have been replaced, as indicated in Attachment

'B'.

The remaining replacement breakers (for Instrument Inverters 212 and 214) are currently ordered, however, they (replacement breakers) are not expected to be available prior to the completion of the current refueling outage (Spring 1990).. It is~ expected that these breakers will-be delivered

-in August and September 1990 (as indicated in Attachment

'B').

Following receipt, the replacement breakers will be installed at the first available opportunity which will not jeopardize or impact unit operation (not to exceed the next refueling outage which is presently scheduled for January 1992).

The traceable replacement breakers for Units 1 and 2 are being procured safety-related, and meet the criteria of Bulletin Action 7.

CECO will notify the NRC following completion of the breaker replacements for each unit. This will document the completion of Bulletin

Action 5.
