As previously indicated, Commonwealth Edison (CECO) is planning to perform the Reload Safety Analysis for Zion 2 Cycle 13 (Z2C13) utilizing the methodology demonstrated in our Thermal Limit and Transient Analysis Topical t

Reports.

22Cl3 is currently scheduled to begin in Spring, 1992.

The Thermal Limit Topical Report was approved in Reference (a).

References (b) and (c) submitted proprietary and non-proprietary versions of the Transient Analysis Topical Report for NRC Staff review.

Because Z2Cl3 will be utilizing Westinghouse Vantage 5 fuel CECO will also submit a supplement to our Transient Analysis Report to address the i

effects of Vantage 5 fuel upon the Reload Design Safety Analysis by February 1, 1991.

This supplement will be more limited in scope and therefore should not significantly impact the review of the previously submitted Transient Analysis Topical Report.

I The attached table outlines the status of significant events associated with our Reload Safety Analysis Vendor Independence Program.

indicated in the attachment, the issuance of an SER for the Transient Analysis i

L Topical Report (and the Vantage 5 fuel supplement) is the remaining milestone associated with our commitment to performing the Reload Safety Analysis for Zion Unit 2 Cycle 13 and subsequent PHR reloads.

i Dr. T.E. Murley June 27, 1990 CECO believes that our ability to perform Reload Safety Analysis is critical in our efforts to develop and maintain excellence in the arer :f technical and engineering support for our Nuclear Stations. As noted in Reference (d), the NRC has encouraged utilities to perform such analyses and expects CECO to perform as an industry leader in this area.

It is for this reason we request that the Transient Analysis Topical Report (and Vantage S Fuel supplement) be reviewed and SER's issued prior to August 30, 1991 so that CECO may perform the Reload Safety Analysis of record for Z2C13.

Altho >gh the Reload Safety Analysis of record will be performed by CECO utilizing the methods outlined in Attachment A, it should be noted that a parallel analysis will be performed by Westinghouse for this initial cycle. A similar approach was used during the previous transition to in-house PHR reload nuclear.,esign.

To support the Staff's review, CECO suggests a meeting in August or September, 1990 to discuss our overall methodology and any questions regarding the Transient Analysis Topical Report, the planned scope of the Vantage 5 supplement, oc other related items.

This will be arranged through tb NRR Project Manager for Zion if a meeting would be beneficial for the reviewers and/or consultants.
