The association does not allege in-jury in fact to itself, and identifies no member residing in proximity to the Davis-Besse site. Of the members identified in the resolution, the one closest to the Davis-Besse site re-sides in Lakewood, which is about 68 miles away. The associa-tion itself is located in Cleveland, which is over 70 miles from the Davis-Besse site. Residence at these distances would not establish standing even in a reactor licensing proceeding. |

On March 10, 1986, the NRC received an undated resolution from the Greater Cleveland Boating Association concerning the burial of very low level radioactive waste at Davis-Besse. The resolution does not request leave to intervene in the informal proceeding over which you are presiding. Furthermore, the res-olution does not identify any issues to be litigated, and does

The association does not allege in-jury in fact to itself, and identifies no member residing in proximity to the Davis-Besse site. Of the members identified in the resolution, the one closest to the Davis-Besse site re-sides in Lakewood, which is about 68 miles away. The associa-tion itself is located in Cleveland, which is over 70 miles from the Davis-Besse site. Residence at these distances would not establish standing even in a reactor licensing proceeding.
