Dear Congresswoman Morella:

I am responding to the concerns about the_ Peach Bottom Atomic Power Station you raised in your May 19, 1987 letter based on discussions between the NRC staff and Maryland State Delegates on April 14, 1987 in Annapolis. The NRC shares your concerns regarding the problems at Peach Bottom and has an ongoing program in progress to fully examine these problems. This program will examine  ;

very closely the types of issues which you raised. l l

While it is too early new to provide you with the conclusions of our investigations, I would like to provide you with some information on the issues you raised. First, the NRC expects its licensees to establish, and implement through effective management, procedures that assure workers are capable of performing their assigned duties. These procedures are based upon published NRC policies. In particular, guidelines have been established on working hours as related to employee fatigue. Although these guidelines are not regulations, and do not cover outside employment, they do address shift scheduling and overtime and fitness for duty, in general. We will assess the effectiveness of the licensee's programs at Peach Bottom to determine whether appropriate controls were established to prevent operator inattentiveness due to fatigue induced by overscheduling.

l Secondly, NRC regulations require that security programs be established to monitor personnel access to a facility. Accordingly, an NRC inspector's presence on site would be known to some facility personnel. However, although an inspector may observe licensee established protocol and request entry into certain areas within the control room (to minimize congestion during certain conditions), inspectors can and do make entries without permission. We do not believe that access control prevents an inspector from making thorough l inspections.
