Dear Mr. Zech:

l l

I am writing to you regarding a letter from State Delegate Barbara 0. Kreamer.

She brought to my attention her concerns about j

i the operational procedures at the Peach Bottom Nuclear Power Plant before its closing.

As a result of its proximity to Maryland, the activities of the Peach Bottom Nuclear Power Plant are of great interest to the people of Maryland, and especially to those residing l

l in Delegate Kreamer's 34th Di, strict.

In a meeting with the NRC and State officials in Annapolis on l

l April 14, Delegate Kreamer informed me that she emphasized that.

1.

Personnel matters should be examined to ascertain whether i

1 employees' schedules and work activities are encouraging moonlighting.

I 2.

Management may be employing relatively few of the small corps of available nuclear power plant licensed operators, therefore overscheduling them, and requiring extra days, double shifts and/or onerous shift rotations.

3 The protocol of regulating inspectors asking to enter the control room be dispensed with since it is antithetical to announce j

thorough inspections to ensure public safety.

I would like information on whether, in fact, these were problems at the Peach Bottom Nuclear Power Plant, and how they are

'being pursued.

Thank you for your time, and for your response to this matter of great concern to Marylanders.
