Dear Senator Sarbanes:
I am responding to your November 5, 1987 letter that expressed concerns about the PeachtBottomoAtomicsPower;5tation.
I want to assure you that we are examining the facility's restart efforts and the licensee's proposed reorganization very carefully.
With regard to your' concern about the number of outstanding maintenance items at Peach Bottom and the need to properly address all maintenance problems, I can assure you that the Commission will not authorize restart until it is satisfied that public health and safety will not be compromised because of these items.
However, this is not to say that all outstanding maintenance items will be completed prior to restart.
There are always a number of outstanding maintenance items at any nuclear i
power plant, including preventive and corrective maintenance actions, facility enhancements, and routine refurbishment of structures, systems, and components.
Our inspectors are closely monitoring the licensee's maintenance activities and will ensure that all maintenance items that potentially impact public health and safety are addressed prior to restart of the plant.
Concerr.ing your request for a public meetin.g before a final decision is made regarding Peach Bottom's operating status, we have already conducted three meetings in the local area to receive public comments.
We have also met with state and local officials numerous times.
The need for further meetings is presently being evaluated, including additional staff briefings of the Commission.
The Commission fully intends to meet in public session with NRC staff and the licensee before authorizing restart.
The Commission is closely monitoring the Peach Bottom plants.
We will ensure that they can be safely operated before a decision on restart of these facilities is reached.
