GENERIC LETTER 83-28, ITEM 3.2.3, SAFETY EVALUATION REPORT Generic Letter 83-28, Item 3.2.3, required licensees to review existing Technical Specifications to identify requirements for post-maintenance testing that could degrade rather than enhance reliability. Toledo Edison Company submitted irformation related to this issue on November 7, 1983 (No. 1000), July 31, 1984 (No. 1060), January 18, 1985 (No. 1114), and November 5, 1986 (No. 1299).

The staff has comoleted its review and evaluation of the information submitted.

As documented in the enclosed Safety Evaluation Report, the staff finds your responses acceptable.
