Dear Mr. Stolz:

By letter dated November 7, 1983 (Serial No. 1000), Toledo Edison Company (TED) provided its response to Generic Letter 83-28 (GL 83-28), Required Actions Based on Generic Implications of Salem ATWS Event, Item 3.2.2 and 3.2.3.

In our letter of June 10, 1985 (Serial No. 1158), TED provided additional information as requested for Items 3.2.2 and 3.2.3.

We indicated that a schedule for implementation of Items 3.2.2 and 3.2.3 would be completed by October 1, 1985.

TED submitted, on September 10, 1985 (Serial No. 1182), the " Toledo Edison - Course of Action" which provided a summary of the System Review and Test Program and committed to completion of this program prior to restart of Davis-Besse from the current outage.

In a telephone conference with your Mr. A. W. DeAgazio (NRC Project Manager) on October 2, 1985, TED indicated that the Systems Review and Test Program was being evaluated for meeting the GL 83-28, Item 3.2.2 and 3.2.3 requirements and that TED would submit the schedule for implementation on October 11, 1985. TEDS letters of November 7, 1983 and June 10, 1985 had proposed the review program envisioned to comply with Items 3.2.2 and 3.2.3.

This letter redefines the review program based upon TEDS System Review and Test Program and provides the schedule for implementation of GL 83-28, Items 3.2.2 and 3.2.3.

TED considers the Systems Review and Test Program (SRTP) responsive to ensure engineering recommendations are appropriately considered and included in surveillance and periodic tests. The SRTP will evaluate the scope of existing surveillance tests for adequacy of testing with respect to design basis conditions for those systems important to safe plant l

operation as identified in Table II.C.7.1 of the Course of Action. The review program will identify and resolve inappropriate test methods.

This review for inappropriate test methods is considered by TED as meeting with GL 83-28, Item 3.2.2 and 3.2.3 requirement to identify any post-maintenance test requirements that may degrade rather than enhance safety. The SRTP is being performed by a wide range of experienced f

Review and Test Program prior to restart as committed to in our letter of September 10, 1985 (Serial No. 1182).

GL 83-28, Item 3.2.2 requires vendor recommended test guidance be 1

included in test and maintenance procedures as appropriate. Vendor manual revision and approval will be included in the scope of the TED Configuration Management Program.

Vendor test recommendations will be identified during the review of each vendor manual and an engineering i

evaluation will determine the applicability of the test recommendations.

l Where appropriate, the vendor test recommendations will be incorporated into surveillance and periodic test procedures. The schedule for vendor manual review and incorporation of appropriate test recommendations is j

consistent with the implementation of the Configuration Management Program. The schedule for implementation of the Configuration Management l

Program is December 1987.

I Toledo Edison feels the actions identified above will satisfy the GL 83-28, Item 3.2.2 and 3.2.3 requirements and will contribute to the safe operation of the Davis-Besse Nuclear Power Station.
