This letter provides additional information to that discussed during a telephone conversation between Mr. P. C. Hildebrandt and other represent-atives of Toledo Edison and Messrs. A. W. DeAgazio and D. Lasher of the NRC Staff on August 20, 1986. This discussion concerned the review of Technical Specification post-maintenance testing (as required by item 3.2.3 of Generic Letter 83-28, Required Action Based on Generic Implica-tions of Salem ATWS Events) and the current results from the review of system tests under Toledo Edison's System Review and Test Program (SRTP) for the Davis-Besse Nuclear Power Station.

Toledo Edison's letter (Serial No. 1192) to the NRC dated October 11, 1985, outlined the System Review and Test Program methodology encompassing l

Item 3.2.3.

Specifically, for those systems within the scope of the SRTP, the SRTP identified all system functions important to safe plant operation. Surveillance Tests (which implement Technical Specification Surveillance Requirements), Periodic Tests and one-time tests for these l

system functions were reviewed for adequacy.

In addition, the SRTP l

reviewed existing system tests to identify inappropriate testing.

This review of testing requirements in the Technical Specifications with respect to Item 3.2.3 identified no required testing which degraded safety. Test procedure deficiencies which were identified during this review were resolved by either modifying existing tests or developing new tests.
