Region IV has reviewed your updated quality assurance program, which was submitted by your letter U3P86-2936, dated December 11, 1986, in compliance with10CFR50.71(e)aspartoftheWaterford3FSAR.
10 CFR 50.54(e)(3), which governs submittals of licensee quality assurance programs for licensed operating facilities, permits submittals in accordance with10CFR50.71(e)whenchangesdonotlessenlicenseecommitments.
Your quality assurance program submittal contains an apparent lessening of a connitment. Specifically Table 17.2-1 has added an exception to Regulatory Guide 1.94, Rev 1. April 1976, which was not in the last revision approved by the NRC. Untti the NRC determines that the above change does not involve a lessening of your prior commitment, you should not implement the exception in Table 17. 2-1.
