Gentlemen:
This refers to the inspection conducted by Messrs. R. A. Caldwell and
A. B. Earnest of this office during the period July 7-11, 1986, of activities
authorized by NRC Operating License NPF-38 for Waterford 3, and to the
discussion of our findings with you and other members of your staff at the
conclusion of the inspection.
Areas examined during the inspection included physical barriers - vital area,
records and reports, communications, compensatory measures, security system
power supply, personnel training and qualifications, security contingency plan,
lock and key control, and assessment aids. Within these areas, the inspection
consisted of selective examination of procedures and representative records,
interviews with personnel, and observations by the inspectors. These findings
are documented in the enclosed inspection report.
During this in'spection, it was found that certain of your activities appeared
to be in violation of NRC requirements. Paragraphs 2, 3, and 4 of the enclosed
inspection report provide details of the apparent violations. We will be in
contact with you in the near future to determine the need for an enforcement
conference to discuss these apparent violations.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
