This acknowledges the receipt of your letter of January 6, 1987, by which you transmitted Revision 4 to the Waterford 3 Safeguards Contingency Plan for your facility.

We have reviewed the information contained in the security plan revision and have determined that portions of that plan are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable. The addition of section 5.0, however, will require onsite review by the Region IV staff. This section is innovative on your part, and Region IV reviewers are in agreement that its inclusion in the plan is an enhancement. However, the reviewers wish to discuss the various provisions with your staff during their next inspection trip.

Accordingly, you are to follow previously approved guidance in regards to reporting Safeguards Contingency Events.
