VERIFICATION OF BORAFLEX IN SPENT FUEL STORAGE RACKS Paragraph 2.C.14 of Facility Operating License No. NPF-38 for your Waterford Steam Electric Station, Unit 3 required that "the licensee shall confirm the presence of the Boraflex at all specified design locations in the spent fuel pool rack array prior to startup following the first refueling outage".

We have received your letter dated June 6,1986 stating that you have completed i confirmatory testing and verified that Boraflex is present in all walls which I

were designed to contain Boraflex.

We understand that this confirmatory testing was conducted during the period March 11-17, 1985 and that the supporting documentation is available at the Waterford 3 site.

j The staff concludes, based on your statements that the presence of the Boraflex

has been confirmed at all specified design locations in the spent fuel storage d

racks, that paragraph 2.C.14 of the Waterford 3 operating license has been satisfied.
