SUBJECT:

QUALITY ASSURANCE PROGRAM FOR TROJAN OPERATIONS We have reviewed the changes addressed in Interim Change 187-2 for Revision 11 to the Nuclear Quality Assurance Program (PGE-8010). Questions resulting from our review were discussed by Mr. W. J. Wagner of this office with Messrs. L. W. Erickson and G. A. Zimerman of your staff during a meeting held in Region V on May 11, 1988. The following sections of Interim Change 187-2 require additional justification or clarification:

a. Section 1.2.2.1.2.2.d, the responsibilities of the QA Operations Branch Manager (QA0BM) for "review" of onsite purchase requisitions should be revised to read "reviews and concurs" with onsite purchase requisitions.

In addition, the QA0BM's responsibility for "review and concurrence ,

with all onsite quality-related procedures" was deleted.

b. Section 1.2.2.1.2.3.b, does not address the current Revision 11 requirement for the QA Engineering and Support Branch Manager to "coordinate and schedule the performance of vendor surveys and audits".

c. Section 1.2.2.1.2.3.d, "reviews and approves" offsite prepared purchase requisitions should be revised to read "reviews and concurs" with offsite prepared purchase requisitions.

d. Section 1.2.2.1.2.5, the QC supervisor's responsibility for approving welding procedures was deleted. This responsibility needs to be addressed.

It was agreed, during the Region V meeting, that these items will be addressed in Interim Change 188-1 to PGE-8010, Revision 11, which is tentatively scheduled to be issued within the next 30 days.

Therefore, our review of the changes submitted reveals that Interim Chans.: 187-2, as to be amended by Interim Change 188-1, will continue to meet the requirements of 10 CFR 50, Appendix B; therefore the changes are acceptable. If there are any changes to other operative QA comitments existing in docketed correspondence outside of the SAR QA program description, you are obligated to notify this office. Implementing such changes should be based on 10 CFR 50.54(a)(3).
