Gentlemen:

This refers to the inspection conducted by Mr. H. D. Chaney of this office

during the period February 21-26, 1988, of the activities authorized by NRC

Operating ' Licenses OPR-51 and NPF-6 for Arkansas Nuclear One, Unics 1 and 2,

and to the discussion of our findings with Mr. S. M. Quennoz and other members

of your. staff at the conclusion of the inspection.

Areas examined during the inspection involved the. radiation protection

activities during the Unit 2 refueling outage (2R6). Within these areas, the

inspectinn consisted of selective exaniination of procedures and representative

records, interviews with personnel, and observations by the NRC inspector. The

inspection findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the pr0 visions of Section 2.201

of the NRC's "Rules of Practice," Fart 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

We have a' Iso examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 4 of the enclosed report.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
