This letter concerns unescorted access of NRC and NRC contractor employees to your facilities for the purpose of observing your annual emergency exercise.

Access to the site will be required intermittently from October 14 through October 18, 1985.

The team members have been listed in the enclosure to this letter. The NRC Region V members of the team were included in attachment 1 to the August 1, 1985 letter sent to you that concerned admittance of NRC personnel to your facility. I am requesting that the NRC and contractor personnel identified in~

the enclosure to this letter be issued no escort required picture badges as authorized by 10 CFR 73.55(d)(5) for prompt access to all areas of your facility. The Department of Energy (DOE) "Q" and "L"' clearances equal or exceed your acreening requirements. ,

The . personnel identified .in the enclosure to this letter have completed indoctrination training in radiological; protection, emergency response and security comparable to that furnished .by you to .regula.r site employees granted unescorted access. Any additional trsining provided by; you to these team members should be limited to site' specific _natt~ers' required *for the individuals' safety. ~
