Dear Mr.. Davis:

s The purpose of this letter is to request relief from the~ February'29,,

~1980, Confirmatory Order for Zion Station, by-using the guidance outlined in.

the " Enforcement Discretion" process.

Specific relief is requested from the requirements of Appendix A,' Item B.6, which stipulates allowable outage times dependent'on.the number of Diesel Generator failures in the prior 100 tests.

Zion Station's Unit 1. diesel generators have experienced 4 failures in the prior 100 tests. This corresponds to an allowable outage time of 32 hours3.703704e-4 days <br />0.00889 hours <br />5.291005e-5 weeks <br />1.2176e-5 months <br />.

Thia letter confirms the consnitment that was made during the course of the s

January 30, 1990, telephone conversation between Commonwealth Edison and members of your staff.

On Monday, at 1237 hours0.0143 days <br />0.344 hours <br />0.00205 weeks <br />4.706785e-4 months <br />, January 29, 1990, Unit I was operating at power when the '1B Diesel Generator was declared ' inoperable due' to a f ailure of Lthe Air Starting System.

Due to Unit 1 experiencing 4 diesel test failures in

the past 100 tests, the Confirmatory Order stipulates an allowable outage time

lThe specific purpose of this request-is to allow an extension of 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> (to 1237 hours0.0143 days <br />0.344 hours <br />0.00205 weeks <br />4.706785e-4 months <br /> on February 1, 1990) to complete the repair to the air start: system and to perf orm the required operability run.of the IB Diesel Generator. ; Zion Station requests temporary relief in this circumstance based on the following reasons:

1) The repairs.to the air start system will be completed within approximately 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />,
2) During.the operability test, the

= diesel is capable of providing emergency power to the Unit, 3) The undesirable stress of the shutdown transient will be avoided, and 4) Any Diesel Generator operability concerns observed during the test run will result i

in completing the shutdown of Unit 1.

Finally, if the diesel generator is still considered inoperable at the end of the 40 hour4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> proposed extension, the Unit will he shutdown in an orderly f ashion.

.in conclusion, Conanonwealth Edison Company requests -that the merit of this relief be evaluated considering the facts'that this problem was discovered'during' periodic diesel generator testing and is non-recurring, was-not reasonably foreseen by-the licensee, and can be corrected in a relatively short period of.
