i 1-Dear Mr. Davis Reference (a), addressed to all holders.of' operating ~-licenses or-construction permits for nuclear power reactors, provided information on Westinghouse series DS circuit breakers and safety concerns associated with their use. -Addressees using these breakers in Class 1E service were requested to-perform and document inspection of the welds on the pole shafts and inspec-tionLof-the, alignment in the breaker closing mechanism.

Inspection of the

~ Zion Station Unit 1 DS breakers in Class 1E applications-(and'all; spare Class l

1E breakers) was completed ~ during the recent Unit I refueling outage (Fall 1989). :This letter provides the results of the Unit 1 breaker inspections.-

In Reference (b), Conunonwealth Edison indicated for Zion Unit 1 that

" sixteen l(16) DS breakers, consieting of DS-206 and DS-416 breakers, would-be inspected'("short-term" and "long-term" inspections) during the Spring 1988 refueling outage. As reported in Reference (c), the inspections revealed that

each breaker could be kept in service for an interim period of time until the pole shaft could be, replaced. During the Fall 1989 refueling outage, replace-ment pole shafts,'which met all of the weld acceptance criteria identified in Reference (a), were installed'in those breakers and the alignment inspections were satisfactorily repeated.

The remaining Unit 1 DS breakers, consisting of twenty-eight (28)

DS-206 breakers, were also inspected ("short-term" and "long-term" inspections) during the Fall 1989 refueling outage.

Pole shafts were replaced on those breakers which failed to meet all of the weld acceptance criteria identified in Reference (a).

Breaker alignment inspections were only performed with originally installed pole shafts, or replacement pole shafts, which met the weld acceptance criteria.

The results of the Zion Unit 1 DS breaker inspections are presented on the Attachment to this letter.

This completes the inspections of the Westinghouse series DS circuit breakers, as requested by Reference (a), for Zion Unit 1.

As indicated in g

Reference (d), the breaker inspections for Zion Unit 2 have been completed.

Therefore, no further action is required by Zion Station for Reference (a).
