References (a) February 2, 1990, letter from R.A. Chrzanowski to A.B. Davis Dear Mr. Davis l-Commonwealth Edison provided additional information regarding the l-motor operated valves that'would be required during the post-LOCA ECCS recirculation phase in reference (a). Commonwealth Edison informed the NRC that a Technical Specification Bases change would.be the method used.to assure-that the operators understood which valves were required =and made operability I

decisions-accordingly. At.this time,-Zion Station believes that al Technical Specification Amendment specifically identifying-the-recirculation phase action requirements and surveillances is the best method to ensure that all i.-
requirements are properly met.
Accordingly, the bases change willi not be t made. The Amendment request will be submitted by.May 1, 1990.-
