CENTRAL EMERGENCY OPERATIONS FACILITY - COMMONWEALTH EDISON COMPANY (TAC NOS. M91309, M91310, M91311, M91312, M91313, M91314, M91315, M91316, M91317, M91318, M91319 AND M91320)
Dear Mr. Kingsley:
By letter dated January 5, 1995, Commonwealth Edison Company (ComEd) submitted a request to the NRC for review and approval of the consolidation of its four near-site emergency operations facilities (EOFs) and corporate EOF into one single, central EOF. Additional and clarifying information was provided by Com Ed in its letters of July 11, 1996, February 27, 1997, August 13, 1997, August 25, 1997, and August 7, 1998. As justification for its request, ComEd stated that the corporate EOF, which is licensed as the Zion Station backup EOF, is similar in capabilities to the near-site EOFs. In addition, the appropriate state and local agencies operate from their own emergency centers and do not send decision-makers to the near-site EOFs.
ComEd indicated that approval of the central EOF would result in substantial current and future savings for the company.
The standards that emergency response plans for nuclear reactors must meet are delineated in 10 CFR 50.47 and in Appendix E to 10 CFR Part 50. NRC guidance regarding acceptable methods for meeting the emergency planning requirements is given in NUREG-0737, Supplement 1, "Clarification of TMI Action Plan Requirements." Supplement 1 to NUREG-0737 specifies that: (1) the EOF must be located between 10 and 20 miles from the site; and (2)
Commission approval is required if the EOF is to be located beyond 20 miles from the site.
ComEd's central EOF is located from 32 to about 116 miles from an affected site.
NUREG-0737, Supplement 1, further provides guidance that the time required to staff an EOF is one (1) hour from the time that an emergency is declared.
The staff has reviewed ComEd's request and concluded that the central EOF meets all of the functional as well as the physical requirements (i.e., communications, space, and visual information displays) for EOFs as identified in NRC regulations and supporting documents.
Because state and local decision-makers operate from their own emergency centers, are not sent to the near-site EOFs, and will not be sent to the central EOF, there will be no change in communication arrangements resulting from the use of the central EOF. The NRC considers this to be a unique situation and it was a significant factor in the staffs decision. Further, the 11 g

As a result of the staff's review and the Commission's acceptance of the staff's recommendation, we find that ComEd's request to consolidate its four near-site EOFs and the corporate EOF into one single, central EOF is acceptable. The staff-will monitor your transition to a centralized EOF to ensure emergency response capabilities are not diminished. Once implemented, the staff will continue to monitor your ability to meet the centralized EOF staffing levels and timeliness commitments, and ensure that communication and coordination between the licensee and public, as well as State, County, and Federal agencies are not adversely impacted by ComEd's centralized EOF approach..
In the letter of August 7, 1998, ComEd stated that all changes and commitments related to the central EOF will be incorporated into a revision to the Generating Station Emergency Plan and submitted within 6 months of the NRC's approval of the use of the central EOF. Please inform us when that activity is completed or if there are changes to the implementation schedule.
