Subject: Combined Inspection 50-317/81-25; 50-318/81-24 This refers to your letter dated April 2, 1982, in response to our letter dated March 4, 198 In order to avoid future violations, you stated plant procedures would be modified to require that non-fuel assembly items containing special nuclear material (SNM) be moved inside the protected area security fence within 10 days of receipt. At that time, these items would be controlled by existing SNM procedure As noted in the instructions for completing Nuclear Material Transaction Reports, receipts of SNM must be acknowledged within 10 days. The 10-day period starts when Baltimore Gas and Electric Company receives a shipmen Based on our inspection, SNM control procedures were not applied to the SNM-bearing items which had been received but which were maintained outside the protected area security fence. Therefore, the SNM was in your possession but (1) access was not restricted to authorized personnel, (2) the internal control system for storage and use of SNM in designated item control areas was not followed, (3) plant records did not include all accountable SNM, and (4) annual physical inventories might not have included all accountable SN To achieve full compliance and preclude possible future violations of your SNM control mechanisms, plant procedures should be modified to require that all SNM be moved inside the protected area security fence upon receipt or the warehouse be designated an item control area.
