SUBJECT: NRC INSPECTION REPORT NOS. 50-317/99-04 AND 50-318/99-04

Dear Mr. Cruse:

This refers to the special onsite safety inspection by a team of NRC inspectors assembled from

staff located at Region I, Office of Nuclear Reactor Regulation, Office of Nuclear Regulatory /

Research, and Region ll, conducted during the period April 5 - 16,1999, at the Calvert Cliffs

Nuclear Power Station. This inspection was the second of three planned visits to verify Calvert

Cliffs Nuclear Power Station's license renewal program is in compliance with the requirements

of the rule for license renewal, and is consistent with Baltimore Gas and Electric's license

renewal application and the NRC staff's safety evaluation. The enclosed report documents the

results of this insperdhn.

The inspection revegicd a few potential and plausible aging effects the NRC team determined

should be included in the license renewal application such as water hammer, thermal expansion ,

and structural cracking. The omissions do not constitute, however, a generic problem with l

Baltimore Gas and Electric's methodology. All the omitted aging effects identified by the NRC

were placed in the corrective action program for license renewal activities to be addressed by

~t he Life Cycle Management staff at Calvert Cliffs Nuclear Power Plant.

The NRC team concluded that in many cases existing procedures or programs, given credit for

aging management in the license renewal application, are not currently able to completely

manage the aging effect. However, the process of integrating aging management into the

existing site processes and programs is being developed and the NRC team saw evidence of

the early stages of a system that will take care of these problems.

In general the NRC inspection team concluded that Baltimore Gas and Electric properly

implemented the aging management methodology approved by the NRC and the references

and documentation supporting the information in the license renewal application are in auditable

and retrievable forms. The NRC inspection team also concluded there is reasonable assurance

the effects of aging will be adequately managed in order to maintain the intended function (s) of

the systems, structures, and components at Calvert Cliffs Nuclear Power Plant during the period

of extended operation consistent with the current licensing basis.
