FOLLOWUP LICENSEE EVENT. REPORT (LER)89-023 AND SUPPLEMENT NO.-1 FOSTULATED PIPE RUPTURE IN THE TURBINE BUILDING SERVICE WATER SYSTEM, CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2, TAC NOS.
77301 (UNIT 1) AND 77302 (UNIT 2)
The staff has reviewed your followup actions to a potential. design' deficiency discussed in LER 89-023, dated January 19, 1990, and Supplement I dated March 12, J
1990. The initial LER and its supplement describe a potential problem in the service water system (SWS) at the Calvert Cliffs facility.
The problem was identified on December 20, 1989, in which a pipe break in the nonseismic portion of the system could result in draining and loss of both safety-related SWS trains.
The focus of the staff's review was to determine the adequacy of your compensatory ac'. ions for interim operation and the long-term corrective actions to be taken.
As a result of our review, we have concluded that your-proposed actions are acceptable. The bases for our conclusions are included in the enclosed safety evaluation.
You indicated in Supplement I to LER 89-023 that the reportability of the-event is reclassified to "other" and the LER is a voluntary report. The reclassification of the event was based on your review of the plant design basis and the NRC staff's Safety Evaluation Report sup)orting the licensing of the facility. We disagree with your conclusien that tie. event wa.t outside of the plant design basis as detailed in the second enclosure:to this letter.
