This . letter refers to the routine safety inspection conducted by Mr. H. Kerch
of this office on August ~18, 1989 at the Calvert Cliffs Nuclear Power Plant in
Lusby, Maryland. Mr. H. Kerch discussed the findings of the inspection with.
Mr. R. Pona of your st at the conclusion of the inspection.
This inspection focused on activities related to the Unit 2 pressurizer heater
penetration leaks and inservice inspection activities. Areas examined during
this inspection are described in the NRC Region I Inspection Report which is
enclosed with this letter. Within these areas, the inspection consisted of
' selective examinations of procedures and representative records, interviews
with personnel, and observations by the inspector.
Within the scope of this inspection, certain areas of your activities appeared
to be in violation of NRC requirements or to deviate from your commitments to
the NRC. A written response is required for both the violation and the devia-
tion.
In preparing your response, you should follow the guidance provided in
the Appendix A, Notice of Violation and Appendix B, Notice of Deviation.
