This report transmits the findings of the safety inspection conducted by NRC inspectors at the
.
Calvert Cliffs Nuclear Power Plant from May 9,1999, to June 26,1999. At the conclusion of the
inspection, we discussed these findings with Mr. Carroll and others of your staff.
Overall, the NRC has concluded that your facility was operated safely. Your conduct of activities
)
was generally characterized by safety-conscious operations, sound engineering and
j
maintenance, and careful radiological controls. A one-week outage on Unit 1, to repair a small
secondary system steam leak, was accomplished without problems.

Based on the results of this inspection, the NRC has determined that one Severity Level IV
violation of NRC requirements occurred. Specifically, ineffective corrective action for prior leak
rate testing failures resulted in the repetitive failure of check valves in both trains'of the Unit 2
containment spray system. The leak rate testing was required to ensure containment integrity.
The continued operability of redundant valves in the system ensured that the safety function of
the system would have been met. This violation of 10 CFR 50, Appendix B, Criterion XIV,

Corrective Action, is being treated as a Non-Cited Violation (NCV), consistent with Appendix C
of the Enforcement Policy The NCV is described in the subject inspection report. If you contest
- the violation or severity level of the NCV, you should provide a response within 30 days of the

. date of this inspection report, with the basis for your denial, to the Nuclear Regulatory
