NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/98-11
AND 50-318/98-11
Dear Mr. Cruse:
This report transmits the findings of the safety inspection conducted by NRC inspectors at
the Calvert Cliffs Nuclear Power Plant from October 25 to December 12,1998. The
enclosed report presents the results of that inspection. At the conclusion of the inspection,
these findings were discussed with Mr. Navin and others of your staff.
Throughout the inspection period, the reactor plants were operated safely. During the
inspection period, your staff identified that a part had not been installed in the saltwater
strainers for the new Unit 1 service water heat exchangers. The absence of this part
allowed some strainer bypass flow and may have contributed to recent heat exchanger
fouling. Once identified, we found your evaluation of the problem and corrective actions

to be prompt and appropriate.

We also performed a special review of corrective actions for previously identified violations
and concerns in the radiation protection area. The inspectors determined that BGE was
effectively implementing its Radiological Controls Improvement Program, including broad
,

based corrective acti;ns for previously identified weaknesses. Further, we found effective
radiological controls were implemented for spent fuel pool diving activities. We noted work
i
activities planned for the March 1999 Unit 2 outage were being categorized on the basis of
)
radiological risk and planned accordingly.
