Subject: NRC Region I Special Team Inspection Report No. 50-317/90-24

(September 4 to 7, 1990)

This report transmits the findings of the Special Team Inspection conducted at

the Calvert Cliff s Nuclear Power Plant, Unit 1. At the conclusion of the t

inspection, these findings were discussed with'Mr. Denton of your staff. This

inspection was conducted by a team led by Mr. R. Summers of this office and

included representatives of .the Office of Nuclear Reactor Regulation and the

Office for Analysis and Evaluation of Operational Data. The team performed an

in-depth review of the reactor vessel water level anomaly that occurred while

draining the reactor coolant system on August 30, 1990.

The creas examined during this special inspection are- described in the NRC

Region I Inspectien Report which is enclosed with this. letter. Within these i

areas, the inspection consisted of selective examination of procedures, inter- ,

views with personnel, and observations by the inspectors of your own investi-

gation of the event. ,

Within the scope of the inspection, no violations were observed; however, cer-

'

tain of your activities were specifically noted by the team as being concerns.

The concerns were: (1) venting an unknown gas directly to containment without ,

adequate radiological or chemical hazards support; (2) use of journeyman know-

'

ledge to complete the venting of the gas without procedures; and-(3) lack of  ;

operator knowledge regarding a temporary modification on: the Reactor Vessel .

Level Monitoring System.

We are interested in the manner in which you plan to address these concerns as l

.well as any additional actions you have taken or plan to _take as a result of

your own investigation. Therefore, '.te would like you to respond to this letter

within 30 days addressing these matters. .
