WITHDRAWAL OF AMENDMENT REQUEST TO REVISE THE MINIMUM PRESSURIZATION  :

TEMPERATURE.FOR CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT 2, TAC NO.

71224 By letter dated November 1,1988, you requested an amendment to the Unit 2 Technical Specifications (T ). The request was to shift the minimum pressurization temperature MPT)between530and20psiaontheUnit'sheatup and cooldown curves. The minimum reactor vessel flange bolt-up temperature would have been revised from the existing TS limit of 70'F to 90'F.. This shift reflects the actual limiting Nil Ductility Transition Temperature for the Unit 2 reactor vessel based on the material properties of the. vessel flange.

Your letter dated August 1, 1990, withdrew the amendment request. The reason for the withdrawal is that you are in the process of developing new heatup and cooldown curves for Unit 2 to cover operation for 12 effective full power years (EFPY). This change in the heatup and cooldown curves will include adjustments for the MPT and will be incorporated in your upcoming amendment request.

. Based on your request, we have closed the above referenced TAC number and will open a new one when we receive your amendment request to cover operation for 12 EFPY. The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication. ,
