Dear Mr. Slattery,

The purpose of this letter is to document Baltimore Gas and Electric Company's (BGE) consultations with Maryland Department of Natural Resources (MDNR) regarding potential irnpacts to the Chesapeake Bay Critical Area and Forest Interior Dwelling Bird IIabitat associated with license renewal of Calvert Cliffs Nuclear Power Plant (CCNPP). It is BGE's understamling that the telephone conversations referenced above octween BGE and MDNR satisfies the consulting requirement.

By letter dated May 20,1999, Mr. Richard McLean, MDNR Power Plant Assessment Division, noted that conservation of the Forest Interior Dwelling Bird liabitat is mandated within the Critical Area (COM AR 27.15.09.04) and a consultation relative to this issue and the license renewal of CCNPP is required. The current Operating Licenses for CCNPP expire in the years 2014 (Unit 1) and 2016 (Unit 2). On April 8,1998, BGE submitted a license renewal application pursuant to the provisions of 10 CFR 54 to NRC. In accordance with NRC regulatory requirements, the license renewal application included an environmental report that NRC then used as input to prepare a site specific supplement to the Generic Environmental Impact Statement (NUREG 1437). NRC published the Draft Supplemental Environmental Impact Statement (SEIS) for CCNPP (NUREG-1437, Supp.1) in February 1999.

As outlined in the CCNPP License Renewal Application and the SEIS, the anticipated activities of the proposed action, license renewal of CCNPP, would take place within existing structures and facilities. g f

Currently no additional land disturbances or structural modifications have been identified for the purposes of supporting license renewal. Therefore, BGE expects that operation of the plant through the license renewal period (an additional 20 years) would not impact the Critical Area or potential interior forest dwelling bird habitat located within the site boundaries.
