FEMA RECOMMENDATIONS FOR IMPROVEMENT TO EVACUATION TIME )

ESTIMATE AND MANAGEMENT OVERSIGHT OF TRAINING FOR OFFSITE  !

EMERGENCY RESPONSE PERSONNEL AT CALVERT CLIFFS NUCLEAR {

POWER PLANT

Dear Mr. Cruse:

In response to a request by the NRC, the Federal Emergency Management Agency (FEMA) evaluated the adequacy of evacuation plans and the training of local first responders for the area around the Calvert Cliffs Nuclear Power Plant (CCNPP). By letter dated March 30,1999, FEMA provided the NRC with the findings of their evaluation. FEMA found that offsite  ;

emergency preparedness at the CCNPP was adequate and provided reasonable assurance to protect public health and safety. However, FEMA noted in their report some recommendations for improvement in the evacuation time estimate for the CCNPP. FEMA also suggested the need for greater management oversight and training of offisite personnel who would respond to an emergency associated with the CCNPP.

l Enclosed for your information and appropriate consideration, is a copy of FEMA's March 30, l 1999, letter and the enclosure to that letter. The enclosure provides FEMA's recommendations ,

for improvement of Calvert Cliffs evacuation plans and training of local first responders for the '

area around CCNPP.

Sincerely,

, Original signed by:
