DENIAL OF AMENDMENT REQUEST - CALVERT CLIFFS NUCLEAR POWER 1 '

PLANT, UNIT NOS.1 AND 2 (TAC NOS. MA4267 AND MA4268)

Dear Mr. Cruse:

i The NRC staff has completed the review of Baltimore Gas and Electric Company's (BGE) proposed Technical Specification (TS) Amendment dated November 20,1998. BGE proposed

. to delete TS requirements for tendon surveillance and reporting because the TS requirements were a duplication of the requirements in 10 CFR 50.55a.

- Based on the review of BGE's submittal, the staff finds that the proposed changes are not acceptable. Hence, the request for changes to the current TS, as proposed, is denied. The basis for this finding is do::umented in the enclosed safety evaluation. To reduce the burden of submitting redundant information in both the summary report as required by IWA-6000 of the

' American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code)

Section XI and the TS, BGE may request relief from the requirements of the ASME Code,Section XI by proposing an alternative to the regulations pursuant to 10 CFR 50.55a(a)(3)(ii).

A copy of the Notice of Denial of Amendment to be published in the Federal Reaister is enclosed for your information.
