Dear Mr. Cruse:

4 By a letter dated April, 8,1998, E iltimore Gas and Electric Company (BGE) submitted an application to the U. S. Nuclear Regulatory Commission (NRC) for renewa! of the Calvert Cliffs Nuclear Power Plant, Units 1 and 2, operating licenses for an additional 20 years. The application was submitted pursuant to Title 10 of the Code of Federal Regulations. Part 54. The NRC determined that the application was complete and acceptable for docketing on May 8, 1998. The NRC staff has reviewed the application and has developed the enciosed Safety Evaluation Report Related to the License Renewal of Calvert Cliffs Nuclear Plant, Units 1 and 2, (SER) March 1999. The SER leflects the status of the staff's review based on BGE submittals ,

through March 5,1999, unless otherwise noted. Issuance of the enclosed SER is an important {

milestone for both BGE and the staff. '

The NRC staff has identified open items in its review that must be resolved before it can make a 4

' final determination on the application. These open items, the majority of which were previously discussed with your staff, are summarized in Section 1 A of the SER. In order to close these items, the staff needs the additional information identified in the SER. Some of the open items require staff action to resolve. The staff has also identified confinnatory items that are summarized in Section 1.5 of the SER. Con'irmatory items are items for which BGE or the staff have established a resolution but the form of the resolut;on may not yet be documented.

In accordance with the schedule for completing the review of the Calvert Cliffs renewal application, BUE is requested to review the enclosed SER, verify its accuracy, and provide l comments and responses to the open and confirmatory items by July 19,1999. The NRC staff plans to review the current content and forriat of the SER to further improve the SER while incorporating BGE's responses. A compbte, revised SER will then be issued by November 16,1999. ('\
