SUBJECT:

USE OF SHIFT ADVISORS AT WATERFORD 3 By letter dated October 30, 1985, Louisiana Power Light (LP&L) provided information regarding the operations history of Waterford. LP&L informed the NRC that, since the operatino staff at the plant would meet the operat-ing experience requirements specified in Attachment 2 to 0)erating License NPF-38, on October 31, 1985 LP&L intended to remove the s11ft advisors from further service.

We concur that the plant operating history is such that the operating shift personnel have achieved the minimum experience levels as specified in the Itcense condition. Our conclusion is based in part upon input from the Resident Inspector and Region IV staff that the overall performance of the operating crews has been acceptable. Our evaluation of this matter is attached as Enclosure I.
