Waterford 3 Steam Electric Station  !

Docket No. 50-382 LicenseConditionC.15(Attachment 2)oftheWaterford3operatinglicense,  !

NPF-38, requires that the licensee have a licensed senior operator on each j shift who has had at least six months of hot operating experience on a  !

pressurized water reactor, including at least six weeks at power levels l i

greater than 20% of full power, and who has had start-up and shutdown

! experience. Until such time as operating shift personnel attain these experience levels, the license condition authorizes the use of suitably qualified shift advisors to provide the base of operating experience on shift. The Waterford 3 licensee has used this shift advisor option of the

license condition during plant start-up and initial operations.

During several discussions with representatives of the licensee beginning about September 22, 1985, the staff was made aware that the actual operating experience at Waterford 3 was approaching the minimums for experience as specified in the license condition. The context of the early discussions related to the possibility of having to replace some of the shift advisors, and the training program that would be required to qualify replacement shift advisors. However, in view of the actual experience at Waterford, the thrust

,of the discussions shifted to a question of whether there was a continuing need for shift advisors in order to satisfy the license condition.

In a letter of October 30, 1985, the licensee provided details of the

- operating history and plant outages since fuel loading. The licensee also ,

informed us that since the operating staff at Waterford 3 now meets the requirements of the license, the shif t advisors are being removed from further advisory duties.

Our review of the Waterford 3 operating and plant outage summaries indicate  !

that the licensee has met the six months hot operating experience, including over six weks of operation at power levels above 20% power, and including numerous plant start-ups and shutdowns. crews has been acceptable. Based on our review of the operating sumaries and the coments by Region IV, we conclude that the operating experience requirements of the license condition have been achieved and that the shift j advisors may be released from further advisory duties,  ;
